Windsor Heights is a village in Brooke County, West Virginia, United States. It is part of the Weirton-Steubenville metropolitan area. The population was 361 at the 2020 census. Grace Davis was the mayor as of June 2017. Windsor Heights was incorporated in 1989.

Between the 2010 and 2020 censuses its population fell from 423 to 361 (-15%). Half of its homes were built before 1938.
