City in Montana, United StatesShelby is a city in and the county seat of Toole County, Montana, United States. The population was 3,169 at the 2020 census. Shelby is roughly 85 miles (137 km) north of Great Falls, 172 miles (277 km) north of Helena and 35 miles (56 km) south of the Canada-U.S Border.
